This workbook, designed to be a supplement to the City Budget Discussion Guide, was created for the Portsmouth, N.H., study circles on the city budget. It asks how they would balance the tax burden of the city with the best services and best quality of life. The study circle participants were asked to deliver a flat budget and a "citizens proposed budget."
