With city staff help, 100 citizens framed the issue of redevelopment in Virginia Beach, a city that doubled in size in the 1980s and now must consider changes in land use. The root issue was defined as "How do we create a ‘city vision’ and process for redevelopment that serves all interests?” and the choices were free market, government experts, or greater citizen input. We followed an NIF-like organization for the guide which is intended to support single forums.
