Position Title: Human Resources Administrator

Reports to: Director of Administration

Position Summary

The Human Resources Administrator position is accountable for: the recruitment and selection activities necessary to fill the organization’s positions; employee-relations activities necessary to maintain an effective workforce; administering employee’s non-salary benefits, which include health insurance and retirement plans. The HR Administrator is responsible for the integrity of the organization’s HRIS, all communication to staff regarding benefits, resolving benefits-related problems with insurers on behalf of employees, and assisting Directors and managers to implement employee performance planning and review. The HR Administrator ensures that all employment activities comply with federal and state regulations, and that benefit plans are administered in accordance with their provisions.

The outcomes of the position include:

  • Setting and maintaining high standards of all functions associated with recruitment and selection, staffing, compensation and benefits, performance planning and evaluation, leave programs, workers’ compensation, employee reimbursements, and employee record-keeping.
  • Providing accurate and professional personnel-related support to the management team and staff promptly, uniformly and confidentially.
  • Setting the highest standard for exemplary customer service within the organization.
  • Maintaining the integrity and security of our information systems, and providing accurate data and information to management for analysis and decision-making.
  • Developing and maintaining effective working relationships with agencies such as insurers, vendors and other third-party service providers. 

 

Essential Duties:

  • Administer health and welfare plans, including enrollments and terminations. Process required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions. Serve as the COBRA administrator for the company.
  • Conduct new-employee orientations at headquarters to ensure employees gain an understanding of benefits plans and enrollment provisions. Counsel employees (and potential employees/applicants) on plan provisions so that individuals can make informed benefits decisions.
  • Manage annual open enrollment period during 4th quarter of each year. Arrange for distribution of plan summary materials and required notices, assist with communicating changes to employees and arrange for onsite representation by providers. Conduct employee presentations. Process changes within deadlines.
  • Process monthly billings from insurance providers. Review billings for accuracy, codes and advances for payment. Resolve discrepancies with agents and/or carriers, payroll and the company. Complete reports for management as requested.
  • Coordinate and assist with the ACA and ERISA benefits reporting requirements.
  • Strive to ensure employee understanding of benefits programs by regularly generating communication and counseling employees/dependents as situations arise. Resolve employee complaints related to health and welfare plans, refer difficult or very complex complaints to manager as needed.
  • Act as a liaison with various insurance carriers and foster effective relationships with client representatives.
  • Act as a resource for payroll/HR contacts to ensure their understanding and compliance with benefits and HR policies and regulations. Keep management advised of potential problem areas and recommend/implement solutions as appropriate.
  • Perform recruitment activities, interview and evaluate candidates for select positions at headquarters. Maintain related records.
  • Perform outreach to community sources as needed.

Required Education

•Bachelor’s degree with a major in Human Resources Management, Organizational Development, or Business Administration (or Business Management) with a concentration in Human Resources, Organizational Behavior or Industrial relations.

•A Master’s in Business Administration, with a concentration in Management, is acceptable.

•SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification may substitute for the required degree.

Required Work Experience

•At least 3 years work experience as a Benefits Manager, Human Resources Manager or Payroll Manager. Such experience must include: operating a Human Resources Information System (HRIS); administering employee benefits, including health insurance and wellness programs; coordinating personnel functions with payroll operations; overseeing an organization’s 401(k) retirement plan administered by a third-party agent.

Essential Knowledge, Skills and Abilities

  • Knowledge of practices and procedures involving payroll and employee benefits administration.

  • Thorough knowledge of State and Federal labor laws, and laws regarding the administration of 401(k) retirement plans.

  • Listening, communication and interpersonal skills.

  • Organizational, problem solving, and decision-making skills at the management level.

  • Ability to effectively use Microsoft (R) Outlook, Excel, and Word, and to produce reports from a database or other automated information system.

  • Ability to manage multiple projects, meet deadlines, and adjust to changing priorities.

Work Environment

  • Works in office setting.
  • Minimal travel is required.

Evaluation Specialist

Reports To:    Senior Director, Evaluation and Learning Unit
Position Status:  Part-time, 10-15 hours per week
Pay Rate:   $30 per hour

Position Summary:
Everyday Democracy based in Hartford, CT, is seeking a part-time Evaluation Specialist to provide direct support in the development and delivery of evaluative products. This position offers the flexibility of working remotely. The Evaluation Specialist plays a key role by contributing expertise to support the Evaluation and Learning team in producing high quality deliverables that inform organizational effectiveness and impact. This position is ideal for an experienced evaluator seeking to supplement their income.

Essential Tasks and Duties:
• Compile, review and analyze data collected from project activities in communities
• Prepare a written monthly summary of community activities for one of the organization’s  educational initiatives
• Develop written summaries of survey results from community engagement projects, Learning Exchanges, leadership institutes, organizational events & convenings
• Design appropriate evaluation tools as needed for specific projects
• Participate in monthly team meetings and individual check-ins with unit director

Competencies and Skills:

• Critical thinker
• Intermediate level user of qualitative & quantitative software
• Knowledge of evaluation methods

• Report writing for diverse audiences
• Survey development & data analysis
• Attention to detail in written and verbal communications

Education:

Bachelor’s degree in focus areas:  program evaluation, research methods or related social science field

Required Knowledge/Experience:

• Minimum of 4 or more years of relevant professional experience in conducting evaluation related tasks
• Knowledge of theory of change application in evaluation
• Experience working in both qualitative and quantitative software programs
• Comfortable with using technology; intermediate skills in using Microsoft Excel & Word and their data visualization features; Survey Monkey and Nvivo; prior CiviCRM experience a bonus
• Working knowledge of concepts like racial equity and applying an equity lens as it relates to evaluation, community, systems and democratic change
